Installation of macos

Hello

I recently tried to install macos 9.1 on a machine. I booted from the cd and then run the disk tool. Formated the hd's and then tried to run the setup program. The setup told me that i didnt have enough memory. Ok. So i needed an older macos. I checked what macos we had and found that we had almost anny macos software. Ok now to the problem

The operationg system lies in one big Os.img.hqx file. How do i run this file if i dont have an os installed?

is it on cd can you boot that cd you may need an external drive with an os it to do it So long and thanks for all the fish.
 
check apple's site for the network access floppy. it includes all the decompressors you'll need to run the .hqx and install the os. it also includes disk utilities like HD Setup.

the catch?
i don't know if it'll run on PowerPC, since it's based on System 7 and that ran on a 68K mac.
