Install Remote epn via DS1 converter

I am trying to install a remote epn via a DS1 converter and the cabinet is not coming up. I have a definity 9.5 and I'm using a tn1654 with a tn573B in the PPN side and a tn1654 with a TN570B on the remote SCC. Does anyone have any ideas of what I might be missing to get this cabinet to work?

What are the led's indicating on the DS1C boards? This would indicate if the physical T1 is good. All of the lights should be solid amber, with the exception of the first T1. It should wink occasionaly (control T1). Verify your fiber translations are correct. The fiber trans indicate what slot the DS1C is located at the SNI side and the remote side. Verify the switch setting on the TN1654 board.

you might look at the j number on the cabinet. It needs to be J58890N, it needs a mtce slot for a mtce card and a tone clock slot. I recently tried the same thing and found out we had the wrong cabinet
