Install printer - Rights

Hi I was wondering was kind of rights a domain user needs to install any printer. I have put them in the Power users group however when installing USB printers it is asking for admin password. I also notice when I plug in a plug and play printer it find the printer however it prompts for an admin account to install.

I want them to have full blown rights to install printers USB paralell.

I am working on a windows 2003 domain. Thanks.
