Install printer drivers but not apps

Anyone have any ideas on this.
NT4 Domain
Win 2K desktops

I want laptop users to be able to load printer drivers or any other business hardware but NOT personal applications.

I really dont want to put them into local admins but power users will be ok.

This sounds impossible but has anyone had a similar scenario? How does everyone else manage laptop users?
