Install Oracle client for all users on NTFS

I need to be able to install the Oracle client on XP Pro machines and have it be available to all users of the machine. By default only members of the Administrators group can access it. The installation program does not offer the 'install for all users' option.

I was simply using FAT32 partitions on the machines that require Oracle. The need is now Department wide so FAT32 is no longer an option. On top of this I need to get it working on our Citrix farm.

Any help would be greatly appreciated.
