Install Merant XML Driver for Crystal?

We are writing reports using Crystal 9 and want to run the reports off of XML files downloaded to the client machine. However, the client amchine does not have the Merant ODBC driver installed. Where can I find an installer for this driver? Is the driver licensed separately from Crystal; i.e., does installing the Merant Driver require licensing above and beyond Crystal Reports's?
