Install CR9 App on Windows 98

I've created an Installshield deployment of my VB app with CR9, and included unicows.dll in the install. But I when I install on Win98SE, I get the error message "Unicode wrapper not found".

What other DLL's should I include. The Win98Se test machine is very clean with just Win98, IE5.0 and Acrobat 5 viewer. Editor and Publisher of Crystal Clear

Did you include the correct file? There is a different kind for Win9X/Me than for WinNT/2k/XP.
