C is a licences product from IBM and as such you are required to purchase the native AIX C compiler - it is circa $US500.
There are however a number of gnu C compilers which will probably do the job for you.
Search against "AIX C compilers" and you will find the shareware sites where these are downloadable.
I have installed both gnu and IBM compilers and both work fine.
The IBM native compiler requires a key which needs to be added to the /usr/lib/netls/conf/nodelock file.
