install asks for controller card drivers again right before file copy

OK now i am perplexed. I am installing Server 2003 x64 on a new server. I hit F6 to specify additional controller card drivers. I have to use a USB floppy drive as the server does not have one installed. No problem I have done this before. I created the floppy driver disk from the Adaptec CD. Windows finds the drivers and identifies the arrays that I have created on the controller. I create my OS partition and identify that is where I want to install the OS. The install process then formats the partition. Right after that the install says it is preparing to copy files, then hangs for a second, then says to insert the disk containing the RAID controller drivers into drive A:, press ENTER when ready. The disk is still in there from the begining. I hit enter and nothing happens. It doesn't even access the floppy drive to check the disk that is in there. It is like it cannot find the floppy drive at that time. I remove the disk and re-insert it. Nothing.

This is a server built by a local, well established company. So I am confident the parts are compatible. I just wanted to install the OS myself. Everything works right up until the OS file copy. If it were a bad part I would think there would be a problem before I get to the file copy portion of the installation. I can and will call tehn tomorrow, I just wanted to see if someone here has had this issue.

Yes there is power going to the floppy drive. The led lights up through the POST, when the "Press F6" prompt shows and again when I press "S" to specify an additional adapter driver. It reads the disk and loads the drivers off the floppy. So I know the drive works and windows recognizes it. It just seems that windows loses the floppy right before the file copy process. I don't know if it is something in the OS install (that doesn't make sense), or if the M/B is shutting down the USB ports at that time.

I can try to boot from the floppy, I didn't try that but i don't think that will be a problem. The floppy drive lights up a number of times through the boot and install process.
