Instalation Active Directory

Hi all,
i have a question, i have a Server with 2 ethernet cards (1 card for Active Directory and 2 card for TCP/IP network without NetBios Helper Service). The problem is when "install" ADS in the Group, Domain Policy not displayed and return the error published in the Search Knowledge Base:
Any Ideas?

P.D. I don't habilited a TCP/IP NetBios Helper in the second network for security reason
