insight to lighting effect

Hello, I'm new to AE and to this board...be gentle ;-).

If any of you have watched SportsCenter lately, you'll notice the lit trailers/chasers they put on balls, fist etc.
I'm working on a music video for two buddies of mine and would like to create the same effect. Do anyone know how this is accomplished? If I had to guess, I would assume they create a mask/symbol, configure it's properties, color, effect etc.....I just can't put it all together.

Thoughts, insight, advice is greatly appreciated,

You can purchase a third party plugin to complete the effect.

Additionally, you can use precompositing and use ECHO a plugin that comes standard with After Effects.

There are several different ways to complete the effect. If you have more examples, either in description or as images, perhaps we can nail the effect.

Sport Center ghosts the image on a tracking matte. I think they use Boris FX over there to accomplish it.
