Inserting the same footnote twice

I wish to insert the same footnote twice. Something like
*The quick brown fox jumps over the lazy dog
*The five boxing wizards jump quickly

I am following instructions as per
I can insert the first footnote. That works fine - when I hover over the footnote, a tooltip pops up telling me what the footnote is.
To insert the second footnote, I have to use cross reference. The problem is, when I hover over the second footnote, it does not pop up a tooltip with the footnote: it just says ctrl+click ...

How do I insert the second footnote so that when I hover over it, it pops up the footnote instead of the ctr+click message.

When I press Alt-F9, the second footnote reveals itself as

{NOTEREF _Refnnnn \f \h}

but nothing happens to the first footnote. I'll see what RTF generates.

Looks like the problem is the way in which it generates the footnote. The footnotes follow the text that they are footnoting. Basically

<bookmark start> <footnote symbol><text for footnote> <bookmark end>

We cannot do this on the second instance because

1) Bookmark cannot be inserted twice.
2) The second footnote would require the same text to follow and would generate another footnote.
