Inserting dynamic PDF in a layer

I am just getting into Css/layers so bear with me. What I need to do is set up a two layer screen. The top layer would load a PDF based on a filename from a database; the lower layer would contain a form. Is this possible to do with layers? I'm under the impression I can't do it in frames because the PDF filename is dynamic. Enlightenment would be apprciated.

It is very doable. just set the overflow of the PDF layer to scroll and specify a height, that does not overlap the layer with the form. That's all.
