Inserting Audio in Web Page

I want to insert audio in web pages in two ways: (A) the audio starts when the page is loaded (B) the audio can be turned on by someone viewing the page and (C) that for both (A) and (B) , the person viewing the page can easily turn the audio off if he doesn't want it.

I'm sure this is basic for everyone but I'd appreciate if someone would be good enough to direct me to where I could learn how to do this.

Personally, I'd do it with a combinatin of Flash and JavaScript, so I'd look to those forums.
