Inserting a record based on existing records

Hello,

The table I'm working with has time values and severity levels taken at those times. I want to make sure that there is a record for every minute. In other words, if one record was taken at 10:13 with severity of 3 and the next record was taken at 10:15 with severity of 4, I want to insert a record for 10:14 with severity of 3.5. Any ideas how I can do that or a good site or reference that can help me out?
