Insert Publisher file into another Pulisher file

I have several separate Publisher files, one page each, that I would like to combine into one Publisher document. I tried opening 2 separate instances of Publisher and copy/pasting, but nothing would paste into the blank pages I had added to my first document. Tried adding a text frame to the blank document, still no help.
Can this be done?

I'm using publisher 2003.

I open MS Publisher.
Then clicked open and opened the first document.
Inserted a new page.
Then clicked open and opened a second document.
Selected the items on the page and copy.
Go to windows and select 1st document.
Go to blank page and pasted.
It worked.

I'm using Office 2000. That technique doesn't work. I'm able to copy, and when I try to paste into the blank new page, paste is available, but nothing pastes.
