Insert picture in Word 2000

I have a multi page document in Word 2000. I'm tryng to insert pictures (jpegs) at various places in the text. The pictures keep popping up to the top of the document. Every now and then, one will hold where I want it, but that's rare. All I have to do is nudge it a little and it's right back at the top. Obviously I am missing something. Any help/leads will be appreciated. Thanks -- Ham
 
Right click on the picture and choose Format Picture.
Click on the Wrapping tab.

I'm guess that Top & Bottom is currently selected. Change to one of the other options and hopefully it won't jump around as much.
 
I know the problem well. s-)

I think I've tried every combination and permutation possible and wouldn't say this is the guaranteed solution, but selecting the Behind Text Option seems to make for better picture control.

Thanks for the responses and suggestions. I've tried darn near everything. Originally, I was using the 'square' wrap. I switched to 'tight' and that worked for a while and then the problem was back. I switched to 'through' and that seems to be working - at least for now. One thing that does seem to help is if I can get the picture somehow on the page I want, I check the lock anchor box and it seems to behave - again, at least for now. Very frustrating. There's got to be an easy way to do this - it's dificult to believe a serious WP program does this so poorly.

I gave up on Word, switched to Publisher, which handles it exactly the way I wanted. I can move stuff anywhere and it stays there. 2 minor problems, however. 1 - there is no way (that I've found) to adjust the contrast and brightness within Publisher as there is within Word. 2- it's a space hog. I was a little over 1/3 done when I ditched Word, and the document was 1.5 meg. The whole document in Publisher is 220 meg (152 meg zipped). So, although my immediate crisis is past, I still would like to know how (if it's even possible) to do this in Word or what's a good program to use other than Word.
