Insert Picture from File - Get HandleBars

1. I have inserted a .jpg into Visio, I now want to use a connector tool to connect a rectangle to it. Is it possible?

2. I thought about grouping the .jpg inside a rectangle, but when I try to put one on top of the other, one of them moves - like they don't want to occupy the same space.

Checking what you described, I had bo problem creating a rectangle.

Inserting a jpg, and moving the jpg to be contained within the rectangle.

Selecting them both, and creating them as a group.

The connector tool does not create an unbreakable relationship.

I am not positive what it is that you are trying to accomplish.
