Insert group in the midst of existing groups 1

I have an existing report written in 8.5 and I need to add a new group in the midst of existing ones. There are currently 5 groups in the report. I need to add a group between groups 1 and 2. If I create a new group, it is added as group #6 and the arrow to rearrange the groups in the section expert is greyed out. I am trying to avoid deleting the groups and then recreating as the formatting and suppression related is fairly complex. Any ideas?

Try rearranging in the design mode by clicking on the gray section area. When you click, you should get a hand cursor and be able to rearrange the groups.
