Insert blank page for duplex printing when using page n of m

I have a report that sometimes will go to 5 pages and I need to have page six blank for duplex printing. This problem is when I have page N of M in the page footer.
I have tried Remainder(PageNumber,2) <> 0 but still having issues.

My sections are:
PH 2a - 2b
GH1a - GH1e
GF1a - GF1c
Any ideas on what i need to do.

Use:

remainder(pagenumber,2) <> 0

in the conditional formula area for "new page before" on the report footer.
