Input locale issues when deploying Server 2008 and unattend.xml

We have a large number of staff and students for whom English is not their first language and/or are studying or working in other languages.

As such need to install a large (pretty much all in fact) number of input locales (keyboard layouts) onto our new Server 2008

We are not concerned with installing language packs - that is, changing the language of the user interface. But people do need to be able to input in different languages.

The process needs to be automated because we have a large number of servers in our farm, and the process of installing large numbers of locales must be repeatable without human error.

Within WS2K this was simple, we just listed all the keyboard codes within "InputLocale=".

Tried using the same list of input locales in the unattend.xml script and once Server 2008 has installed we only see approx 18 input languages available on the language bar. I've checked the list to ensure the the right colons and semi colons are in the right place and it checks out perfectly.

Rather desperate for a hand with this if anyone can help. I have screenshots and copies of the script available upon request
