Input gain/ output attenuation issue with 2620 router

Have an issue with low volume at a remote site. Customer has a Cisco 2620 Router w/ fxo module.
They have 4 pots lines coming in.
When recieving a call or placing a call via these line the calling party or called party can barely hear our users at the site. I can dial station to staion and everything is fine. I tried manipulating the input gain and Output-attenuation. Default it was set to input-gain=0, output atten.=3

I configured these gains on up as high as input-gain=6, out-atten.=12 and then went the other way into the negatives.
My impedence level is 600

In the process I did add volume, but the snap, crackle, pop static noise was apparent and voice quality
went down. I have put the default values back, but still have the issue with low volume.
Also- when you call the main line to the site, the first ring you hear sounds fine and then there is a drop in the volume on the 2nd ring to where you can barely hear it.

Hopefully someones had this issue- I have called the carrier and they state their lines are fin its my equipment. Any help would be appreciated.
 
Where are you changing the settings? What type gateway is it, H.323 or MGCP? How far is your system from the serving Telco?
 
I had the same issue with a dodgy VIC-2FXO module. It transpired the VIC-2FXO was counterfeit. The router recongnised the module but reported an error about the EEPROM on bootup and when the 'show diag' command was issued. I replaced this with a 'real' VIC-2FXO-EU module and the problem has now been resolved.

The fake VIC-2FXO was purchased off eBay for a home lab, the sellers source was apparently China - he did apologise but I never got a refund...... The fake module was an exact replica and still back to back with the original one it looks identical.

It is an H323 gateway.
I do suspect that the FXO module is bad, but to truely test it I need a replacement. I had the telco out and their signal is strong- we verified with a test set before the lines go into the router and when they are connected to the router. I have a trouble ticket in with Cisco and awaiting word.
