Does anyone know how to Configure the PDF Server ADmin. Utility. The book has a step by step but it doesn't seem to be helping.

I keep getting an error telling me "Error connecting to Server_name on port 8020(0x1f54)

I think you need to install Netscape Console in your computer before running anything.
Try to do it
