Innoc 6 on Win98 Authentication

I have Innoculan 6 on a Win2000 server. The Win2000 client machines can obtain signature updates from the server but the 98 clients cannot authenticate as they need a password. I have tried the InoPW.exe utility to create a Ino.sam file. This does not seem to solve the problem.
 
What I've found is that it won't behave unless client machines (W95/98) have the Microsoft Network Client installed. Dunno if that's part of the RPC framework, but even with the Inopw stuff, it's a no-go if it can't see it on the network.
