Inline email forwarding - (not as attachments)

Is there a way to have Exchange forward emails from one account to another in the INLINE format? I can get emails to be forwarded, but they always show up as attachments.
My clients have to click on the attachment just to view it.
This is another step my users have to go through just to read the content of the forwarded email.
Is there any way to have exchange forward inline, and NOT as attachments?

This has to be done on the server, not the client.
 
here's the 'path'

start->progs->microsoft exchange->active directory users and computers->user properties->Exchange General->Delivery Options->Forward to:

this works, but as i said it only seems to forward as attachments.
 
Ah - gotcha. It works entirely normally in Exchange 2003 onwards however I can't recall what Exchange 5.5 does.
 
Oops, I posted to the wrong forum I guess. I DO have exchange 2003.
