Ink Cartridge Problem

About 3 years ago I was using a lot of color ink (HP 23)and then the printing requirement ended. I now have about 15 cartridges and find that they don't work, no ink flow at all or just limited faint ink flow. Probably the ink is drying up or the ink jets are clogged.

Are there any suggestions as to how I can rehabilitate these cartridges?
