initiate new TLU76

Hi
For initiate hardware use CNHUI:BPOS=....; or CNHUI;
TLU76 take 32 timeslots so you can put in position like
1-1-00 ,1-1-10 or put it 1-1-20 but after this you can't use 1-1-22 also.
You need also make some config via
ROCAI,RODAI commands.
