Initializing Device Configmg Win Protection Error

I tried upgrading from Win95 to Win98SE, during installation after system restart I get error as stated above.System will boot to safe mode, but will not boot to normal. how do I resolve this problem. (AMDK6 400)

It is likely that some device driver is not working in Win98. Boot into safe mode, then
go into Control Panel. Delete (1 at a time) system components such as video adapter,
sound card, NIC to see if you can now boot. If it does, you can reinstall that device using the proper driver.

AMD had a patch on their site to fix problems with that error when booting Win95. I never heard of it happening with Win98SE though. Could be that the upgrade needs the same patch and it was over written when you upgraded.
