initializing constants in a header

The new ANSI C++ standard allows for initializing constants in a header file. We use a AIX compiler that does support this new standard and MSVC++ 6 which doesn't. I have looked all over for a patch or service pack that updates to this new standard but have not been able to find anything. Does anyone know of a patch or new service pack > service pack 5?
