Inherited permissions

Any help please, we have a problem with one of our 2k servers, when i change the permissions on a file to a user instead of the inherited permissions they get reset.

The file & the folder are not set to inherit from their parent but the file & folder still change back to the default top level folder.

Any ideas would be appreciated.
