I have a laptop with the following

Fast IR (Infrared): sensor compatible with IrDA Standard 1.1 (Fast IR) and IrDA Standard 1.0 (Slow IR)

is it possible to get a normal television remote control to talk to the irda receiver on the laptop ?

Sure they can talk, but I don't think it will be easy to get them to understand.
