Informatica character set loading issue

How do I insert a data from file to Oracle instance using a specific Character set such as WEISO8859P9. Our oracle instance is using P1 and I want to load it as P9. My issue can be comparable to sql loader using a specific characterset. Is there an available command or transformation to do replicate this? My issue is forcing a load using a specific character set. I can't seem to load it using my specified character set. Thanks.
