INETCPL.cpl error

Hello all,
I have a user who, when attempting to access Internet Explorer option, gets the following error:

An error occurred while Windows was working with the Control Panel file C:\WINNT\system32\INETCPL.CPL.

I've replaced the file itself from another system and re-installed IE without any luck. Any ideas would be greatly appreciated! Thank you

MS Windows 2000 Pro SP4, IE 6.0 SP1
 
Have you ran adaware or search and destroy?

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
Yes indeed...we've run Ad-Aware 6.81 Pro and SpyBot Search and Destroy
 
Everything I have read points to a complete reload of Windows 2000 Pro.

I did find something on Microsoft's website that had the exact same error with some older OS's.
Open the registry by typing regedit in the run box
Backup your registry completely. To do this click file,
export, choose all in the export range area, name the file.

Now navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Setting\Zones
right click on it and select Delete.
Now reboot your system.
