Individual users not showing up when created.

I have a Shoretel system. I am building new Individual users and they are not showing up in the Individual list. They also do not show up in the System Extensions.
They are using a license and when I build and extension list I can add them to the list but I can not see them in the Individual user lists.

What build are you running, and what version of IE?

IE is at 10 and ShoreTel is at 12.3 We tried to change the IE to 8 and we still do not see the users.
