Individual speed dials/ short codes

I am looking for a way to provide a large group of users (>100) with their own set of speeddial or shortcodes on a 4602. for example *1 til *10 for the personal numbering.
A few constraints:
They don't use phone manager only the 4602
The users live in an elderly home so there are a lot of changes when new people come in.

The most ideal way is a way of programming locally on the extension with a good user guide.

If I have to program it through the IP office I am looking for a way to import per extension.

Does somebody have some usefull hints?

I dont have one in front of me, but does it have the "Feature Key" like on the 5402s? If it does, I believe it can be used in that manner.

Yes it is exactly what i ment
No it is not available on the 4602

Maybe VM Pro in combination with database integration ? By doing this you can let them configure their speeddials by using the phone or for example web based (ex. PHP/SQL)...

If you need to import a large number of shortcodes I would use the "import/export as text" function of the manager or the wizard.
