Indication -officers to know when the prisoner is no longer talking even though handset is off hook

I have an analog phone that a prisoner uses to call their lawyer. It is an extension on the PBX. The phone is in an enclosed private room to allow them privacy. However, sometimes they keep the phone up to their ear after the conversation has finished so the officers think they are still talking with their lawyer even though the call has been disconnected so they can't go into the room.

The officers want to be able to know when the call has disconnected, even though the phone is still off hook.

I have tried:
1. program an SCN key with the same DN on the officer phone - still stays lit even after call is disconnected and is off hook
2. program a BFS key with the analog TN - still stays lit even after call is disconnected and is off hook
3. using a POTS line, connected it to a trunk route on the PBX and used it as a PRDN and programmed the analog phone with the PRDN number. The BFS and SCN key on the officer phone still stays lit after disconnect

So the goal here is to have some sort of indication for the officers to know when the prisoner is no longer talking even though they keep the handset off hook.

Maybe what I want to do isn't even possible?

Thanks for the suggestion.
I have done some reading and in my test environment did some of the programming changes and it appears to do the trick for what we want. Just have to do a bit of tweaking for timers and such, but I think this is the solution! Thanks!
 
I'd love to see their face when the door opens up and they try to say they are still on the phone! Great stuff! I guess after you get the alarm you can trace the call and print it out to prove there was no established call.
