Indexes open Program Error Message

In a multi programmer environment, we are suddenly get the following Program Error using VFP6.0
"Table master has one or more non-structural indexes open. Please close them and retry the Begin Transaction."

We are not using Transaction processing.

Transactions might be used by the triggers in the database generated automatically by VFP for referential integrity (RI procedures).
