Indexes not rebuilding

I run the database maintenance to rebuild on all indexes once a week on all our databases. One database is running extremely slow. I ran the showcontig on a main table and get this result
- Extent Scan Fragmentation ...................: 84.76%

I have tried running ReindexDatabase as well, but nothing is fixing the slowness.

Is there any reason why they are not rebuilding?

Do that table have a PK?
