Index Number Logic

I have noticed that the index(port)numbers do not seem to follow a logical progression when comparing a 450 to a 1200. (e.g. the first board contains 2 dual fiber ports, numbered 16 and 17. There is a filler plate, then the next board is a 16 port board, numbered 48-63, then the Switch Fiber, another filler, then another 16 port, starting with 96, and the remaining 2 16 port boards seem to follow accordingly.) What am I missing?
