InDesignCS Library disappears when I quit InDesign CS

I work at a newspaper and we use our library a lot. However, when you shut down InDesign the library disappears even if you save it in your workspace. I was wondering if anyone know how to set it up so when you launch InDesign the libraries will still be there. Like it was with 2.0. Any insight would be fantastic!
