InDesign CS TOC problems

When generating a TOC in InDesign, consecutive headings of the one style, eg Heading 2's that are indented, are placed as one paragraph under Heading 1. The program divides the entries with a semi-colon. As I have long TOC's it is aggravating to manually separate these entries. And of course, if I should have to update the TOC the effort is lost.

Is there some code I should type in with the tab entry to make sure that each entry starts a new line. It does not do this with consecutive Heading 1's.

I am running on Windows XP.
