Increasing Load / Info held on DB how 2 ensure DB and App cope

We have a Web Content Management System (Web Based) which links to an Oracle DB - currently the service is planned to expand to include much more data which will impact on the database in terms of size / number of users accessing etc

Does anyone have any tips on how best to ensure the increased load will be coped with by the system / database

Are there any tool which simulate increased load?
