Inconsistent counter for header labels

Hi,

Has anyone ever run into this problem? I developed
a catalog program for a client. One of the features of the
program is that a user can print out a Parts Index for a particular catalog. The parts index is a two column list of these three fields, Part, Page and Description.

I want to have labels appear above these three
columns so I'm using a Part header with these three labels, Part, Page and Description. I'm using a counter in the detail section of the report. Everytime the counter is at 0 or 40, I'm setting the visible property of my Part Header to true. When the counter is at 0, I want my Parts Header with the three labels to appear above the left column and when it's at 42, I want it to appear above the right column.

For some reason, this works for some pages but not for others.

For example, on the first page of my Parts Index, the Part Header only appears above the left column. On the second page, it only appears above the right column. It flip flops like this for a while, until, on another page (page 8), it display correctly with the Part Header labels above the left and right columns.

I hope this isn't too hard to follow. Maybe it's difficult without a code sample, but can anyone point me in the right direction? Does anyone have any ideas for what might be causing this problem? In other words, why isn't my counter doing what it's supposed to be doing?
