Inconsistent Bursting in ReportNet

I have a report which I burst to a group of customers using their CustomerID as the burst key. Now when I burst the report some of the customerIDs are skipped. That is the report will burst for the first 2 customers and skips to the 10th customer and so on. Anyone knows how I can resolve this? Your help is appreciated.
