There is no cause for concern. The lame server is one that is advertised to have authoritative information about a domain, but doesn't. This can happen in a few different ways, but it's usually not worth the trouble to track down the administrator of the other domain.
Actually, that's not incomprehensible -- it's just obfuscated.
The "lame server on" error means that a DNS has delegated the resolution to a server that is not authoritative for that domain.
To getting that error on a in-addr.arpa domain may mean that an ISP somewhere has not correctly delegated an IP address range to a downstream client's DNS. Or perhaps an error in an SOA record.
