Incomming 800 #'s getting busy signal

I have a client the has a MICS running 7.0 XC software, three pri circuits, stand alone NAM and stand alone ACD NAM. Incomming calls to 800 #'s intermittently get a fast busy or a message that the call cannot be completed as dialed. If they call the local DID that the 800 points to the call goes through. The carrier is AT&T and they are saying they are tagging the call to the 800 # as a megacom 800, and that the switch is rejecting the call with cause code 4. Has anyone experienced this issue with incomming calls. I have moved the DTI cards around and replaced the software, but the problem is still there.

Also is there any way to monitor the D channel information to see if the call is being rejected by the switch or the CO.

Cause No. 4 - send special information tone [Q.850]
This cause indicates that the called party cannot be reached for reasons that are of a long
term nature and that the special information tone should be returned to the calling party.
This is what I have for an explanation for Cause Code 4. This sounds like a carrier issue but I would be interested to see other thoughts on it.
