Incoming internet e-mail attachment (PDF) embedded?

I have a user getting .PDF files sent to them from a vendor. The mail arrives with gibberish embedded into the body of the mail, and a message that says:

This message is in MIME format. Since your mail reader does not understand this format, some or all of this message may not be legible.


If the vendor sends to a Yahoo account, the attachment stays as an attachment and is legible.

We have Exchange 5.5 and the client is using Outlook 2002.
