Incoming calls through Vector not going to user vm's

Hi,

I currently have a scenario that has me stump.

Basically we have a incoming trunk group pointed to a phantom extension that has a coverage path to point 1 call answer group thats ring 3 extension simultaneously. The second point is to v2020, a vector that has a simple greeting alerting users to dial 2000 to reach "so & so". All this works fine the problem is that those call don't get answered by the users vm it just continually rings. However the users voicemail answers fine from internal calls.

Any one know what steps i missed.
