I have an outside line that rings on a single phone. Wen that phone is dialed from inside it can/will go to voicemail. When called from outside, it goes to a seemingly random voicemail, but never its own. What am I missing?

The number your calling, is it a copper CO Line?
If so, it may have a PRINCIPAL USER associated with it.
Goto LINES/TRUNKS MORE PRINCIPAL USER and put in the Trunk Number and see if it's associated with a particular extension. If you have WINSPM print a GENERAL TRUNK report and it will give you this info as well.
