Incoming calls cusing delay problems 1

We have a BCM 3.6. We have an incoming PRI which multiple phones are set to ring. The problem is when calls are ringing in on the phones that are programmed to ring it is causing delay problems when they are trying to reach vm or make an outgoing call until the call is answered by someone.
 
When we are receiving an incoming call and someone is trying to make an outgoing call at the same time they can't until ringing call is answered. Does this make sense?
 
How many sets are programmed to ring when the DID is called? There is a limitation on the number of sets that can ring simletaneously. Try reducing the amount of sets that the DID (target line) ring on.
 
If you pick up the receiver while a call is ringing you will answer that call. You can select another intercom button though and make the outbound call. You just need to hit the intercom button first, before you pick up the receiver.
 
Would you happen to know what the limit is? Would upgrading to release 4 help?
